Begin with the process that creates value
When a process is standard and does not differentiate the company, adapting to a mature product is often more efficient. When rules, data or customer experience create an advantage, custom control may be justified.
Do not turn interface preferences into custom requirements. Document exceptions that create cost, integration risk and functions without which the business outcome cannot be achieved.

Calculate total cost of ownership
For SaaS include per-user licenses, premium modules, integration, migration, support and exit cost. For custom include discovery, development, hosting, monitoring, security, updates, support, documentation and team continuity.
A one-year comparison can artificially favour one option. Use a horizon appropriate to the process and scenarios for user, data and integration growth.
A hybrid solution is often best
Many projects combine SaaS products for standard functions with custom software for integration, orchestration or differentiating experience. A proprietary portal can use an identity provider, an email service and an existing ERP without rebuilding those capabilities.
The hybrid risk is hidden dependency. Document the source of truth, API contracts, limits, costs and outage behavior.
